Florida’s growing economy and adoption of emerging technologies are creating new demands for digital, energy and water infrastructure.
In 2026, Florida enacted SB 484, establishing a new regulatory framework for large-scale data centers and other large electric-load customers. The legislation addresses utility ratepayer protections, local land-use authority, water consumption and other infrastructure considerations associated with large-scale facilities.
FIT worked throughout the legislative process to ensure the law appropriately distinguished large-scale data centers from the network facilities used to operate and maintain broadband, video, voice and E911 services for Floridians.
